What is the status of Sector F-12 case?
Islamabad property market is ever changing, however, the most awaited housing project of the last few years is the Housing Sector F-12. FGEHA Sector F-12, launched as a part of the residential expansion plan by the Federal Government, has also become a hot favourite around the general public as well as overseas Pakistanis. Yet the project, despite its promising potential, has been mired in a series of legal, technical and administrative complications, leading to delays and confusion among applicants and investors alike.
In this comprehensive blog, We will cover everything you need to know about the recent news, legal suits, balloting and good news for FGEHA Sector F-12 Islamabad. Whether you a potential buyer, a government employee, or just someone keeping an eye on Islamabad’s real estate market, this blog is designed to provide you a complete, factual dissection of the available situation.
Background of Sector F-12 Islamabad
F-12 and G-12 Housing Scheme, official launch by Federal Government Employees Housing Authority (FGEHA) on 27aug2023, F-12 and G-12 Housing Scheme was presented for the purpose to provide plots to the general public and overseas Pakistanis. The response has been incredible, with over 40,000 applications received before the 10 October 2023 cut-off.
The plot sizes that were available varied from 139 SQY to 500 SQY, catering to the needs of various strata of the society. The land seemed too vulnerable, the demand too tempting, but the necessary administrative and legal tools to enable such a large-scale development simply had not yet been exerted, and this meant that the complications that would soon follow could not be successfully avoided.
- Scheme launched on August 27, 2023
- Last date to apply was October 10, 2023
- Over 40,000 total applications received
- Separate quota for general public and overseas Pakistanis
- Plot sizes included 139, 200, 272, 356, and 500 square yards
Current Status and Executive Board’s Decision
In the immediate wake of the flood of applications and interest in FGEHA F-12 sector Islamabad, key concerns came to the surface in EB meeting 30, that took place on November 30, 2023, regarding the scheme’s technical, financial and legal feasibility. Accordingly, the board ordered a total reassessment of the F-12/G-12 arrangement, including issuing a new advertisement substantiating revised charges, terms and quotas.
Other people applying now won’t be happy, especially if they’ve already collected a team, so existing applicants should also be allowed to get their money back, the board noted, citing the “uncertainty and dissatisfaction” that’s been building among people who applied in good faith.
- Executive Board meeting held on November 30, 2023
- Directed re-evaluation of scheme on all fronts
- Approval to be sought for re-launch of scheme
- New advertisement with revised terms to be issued
- Existing applicants to be given refund option
Appointment of NESPAK and Planning Developments
To move on with the planning and technical assessment, M/S NESPAK, one of the top consultancy firms in Pakistan, was hired to prepare the Layout Plan (LOP) and a Built-Up Properties (BUPs) assessment for the Sector F-12. These assessments matter because they will inform what land is available, how development is arranged, and ultimately the price of plots.
After that LOP and BUP report will be finalized and, FGEHA is most likely to send a revised cost structure to the Executive Board for approval. Only then will a new ad be shown, which will serve as an official re-launch of the project.
- NESPAK appointed as project consultant
- LOP and BUP assessment currently in process
- Revised costs to be presented to Executive Board
- New advertisement to follow board approval
- Existing applicants will be included in next balloting
Legal Complications and Supreme Court Involvement
Legal questions surrounding F-12’s development have been a significant bottleneck. Progress has also stalled due to disputes with landowners and issues regarding compensation, despite the announcement of an award of Rs. 7.23 million per kanal on April 23, 2023. Additionally, Sector F-12’s ultimate launch is subject to a decision from the Supreme Court, where a slew of related legal cases continue their progress through the courts.
The Received from the Director General of Federal Government Employees Housing Authority (FGEHA) during a Senate Standing Committee on Housing and Works proceedings revealed that court hearings are being conducted on weekly basis and Sector F-12 will happen only if Supreme Court gives its final verdict.
- Award rate announced: Rs. 7.23 million/kanal
- Weekly court hearings underway
- Supreme Court verdict is awaited for launch
- Legal disputes with landowners ongoing
- Final development timeline tied to legal outcomes
Commercial Plot Auctions and Revenue Strategy
On a related note, the FGEHA is also working to generate funds by auctioning off commercial plots, with a major auction scheduled for August 7, 2024. But the response was lackluster, with the increase in tax from 43% to 63% after July 8 being considered among the reasons for investor caution. The failed auction has underscored deeper worries over investor confidence and tax policy in the property sector.
It also tried to reconstitute plots of the EHFPRO project through partitioning a 13-kanal area into three plots in a move to maximize revenue. Such efforts notwithstanding, the Senate expressed worries about a lack of returns on advertising and the slow pace of development.
- Commercial auction held on August 7, 2024
- Heavy taxes cited as reason for investor reluctance
- EHFPRO plot divided to boost revenue
- Advertising campaigns failed to deliver desired results
- Senate raised concern over slow progress and losses
Application Status and Refund Policy
The FGEHA F-12 sector current status of applications submitted under the old system and whether or not individuals will need to reapply under the new scheme has been an issue of great concern for applicants. FGEHA confirmed that applicants who applied prior to October 10, 2023 will automatically be considered in the next balloting authorized to go forward after the plan and costs are further refined and approved.
It will also give applicants the opportunity to opt-out with a refund if they do not wish to participate under the new terms. This decision should promote transparency and fairness in the process particularly for those who have endured months of waiting amid this uncertainty.
- Existing applicants included in new balloting
- No need to reapply under new scheme
- Refund option to be made available
- Revised costs to be shared after planning review
- Fresh balloting date pending Executive Board approval
Senate Oversight and Religious Allocation Rules
Project oversight is a priority for the Senate Committee, especially with a focus on financial accountability and policy transparency. In the recent tangential meeting, Imam Bargahs allocation — shirking and non-inclusion of our religious spaces in the mentioned allocation, and having separate allocation for separate religious spaces after asking the questions was one of the main issues brought out by Maharaja Raja Nasir
Officials testified that the sacredness of the area is upheld, and the Committee ordered that clear regulations articulating balloting of F-12 sector procedures for all future plots, F-12 for example, should be outlined.
- Senate monitoring FGEHA progress regularly
- Religious allocation rules under discussion
- Clear laws to be formulated for religious sites
- Committee expressed concern over mismanagement
- Orders given for transparency in all procedures
Challenges to Investor Confidence
The slow implementation process and legal difficulties have shaken investor confidence, despite serious interest shown by the public and foreign-based Pakistani individuals. High taxation, unclear timelines and a lack of immediate updates to the balloting have particularly eroded trust in F-12’s potential.
Consistency potion here is key, along with legal transparency: they need to communicate clearly and regularly with its members while working promptly on the refunds and other decisions, as well as any challenges in court.
- Investor interest reduced due to delays
- Legal clarity needed to restore confidence
- High taxes impacting auction success
- Communication gap causing uncertainty
- Strategic planning essential for recovery
Final Thoughts and the Road Ahead
Overall, Sector F-12 Islamabad is amongst the most promising, yet legally complicated real estate scheme of islamabad. With government support, demand from local and overseas applicants and strategically positioned in urban areas, the sector holds incredible potential. But, unless the legal position is resolved and the revised planning implemented, it will remain in limbo.
Thus, this project can materialize through the collaboration of stakeholders, from investors and applicants to government officials. The Supreme Court judgment, new advertisement and cost revision will become the decisive elements in the destiny of Sector F-12 Islamabad.
